IDIKSA is an individualized digital indicator of knowledge, of skills and abilities, which should become a generally accepted and directing tool in a world based on the integration of physical and virtual spaces.
Project SHIELD is a global, interdisciplinary research and practice cluster established to develop advanced methodological and digital solutions aimed at minimizing corruption risks within European Union (EU) institutions and providing expert-analytical support to key law enforcement and supervisory bodies (Europol, Interpol, the EPPO, and Financial Intelligence Units).
The cluster operates as a network consortium bringing together the academic community, the legal sector, developers of RegTech/GovTech solutions, and law enforcement personnel.
- Interdisciplinary research - Development of anti-corruption methodologies and compliance standards for EU institutions; regulatory risk assessment.
- Development and implementation of digital tools - Creation of AI models for predictive analytics, big data parsing, and graph analysis of financial connections.
- Cooperation with law enforcement agencies - Expert and analytical support for investigations by the EPPO, Europol, and FIUs; preparation of Amicus Curiae
- Knowledge transfer and professional development - Conducting training sessions and cyber-information investigation simulations; certification of AML/CFT officers.
Digital transformation serves as a cross-cutting tool for achieving the cluster's objectives, transitioning traditional analytics into automated decision-making systems.
- "Smart Shield Auditing" system: Monitoring the allocation of EU budget funds (including NextGenerationEU funds) using blockchain-based smart contracts to ensure end-to-end transaction transparency. - AI-based conflict-of-interest screening: Machine learning algorithms (NLP) analyzing declarations by EU officials, public beneficial ownership registers, corporate databases, and media mentions to detect hidden affiliations.
- "SHIELD Nexus" Graph Platform: A tool for visualizing and analyzing complex, multi-tiered capital outflow and money laundering schemes, integrating data from Financial Intelligence Unit (FIU) systems. - Crypto-Asset and Web3 Fraud Monitoring: Analytical modules for tracking transactions involving mixers and DeFi protocols, monitoring anomalous NFT operations, and linking pseudonymous addresses to real-world entities.
EPPO (European Public Prosecutor’s Office) - Analysis of cross-border VAT fraud and damage to the EU budget. - Expert analytical dossiers on criminal proceedings. Europol / Interpol - Exchange of data on cybercrime and terrorist financing patterns. - Methodological guidelines, operational alerts, and threat intelligence. Financial Intelligence Units (FIUs) - Joint development of money laundering typologies (including the crypto sphere). - Automated indicators of suspicious transactions (red flags).
Stage 1: Institutionalization and Rollout - Signing of memoranda with anchor EU universities and law enforcement consortia. - Legal formalization of the cluster and formation of the Supervisory Board. Stage 2: Designing the digital core - Developing database architecture and piloting Smart Shield Auditing modules. - Forming expert groups for interdisciplinary research. Stage 3: Operational Integration - Launch of regular expert-analytical sessions for EPPO and FIU analysts. - Testing of AI-based risk detection systems using historical data (sandbox mode). Stage 4: Scaling and Global Transfer - Reaching full capacity: providing verified agencies with continuous, secure access to the SHIELD analytical platform. - Annual release of the EU Global Institutional Security Index.
The SHIELD project harnesses academic independence and technological power to safeguard financial interests and legal sovereignty at the international level
